Evan González Baker PE, MSCE, is a civil engineer specializing in project management and transportation related topics, with over 18 years of experience in project management, and transportation engineering. He holds a B.S.C.E. and an M.S.C.E. from the University of Puerto Rico at Mayagüez. A registered professional engineer in Puerto Rico, he is a member of the College of Engineers and Surveyors of Puerto Rico. As a Consultant he has performed or participated in several bridge rehabilitation projects preparing the maintenance and protection of traffic plans for bridges along PR-22. Engineer González has also held executive positions in the Government of Puerto Rico, as President and General Manager of the Puerto Rico Metropolitan Bus Authority (MBA), Assistant Executive Director for Traffic and Operation of the Puerto Rico Highway and Transportation Authority (PRHTA), Deputy Director and Assistant Executive Director for Planning, Engineering, and Construction for the Puerto Rico Ports Authority (PRPA), and Executive Director of the Puerto Rico Traffic Safety Commission (PRTSC). As part of his tasks for 6 years he directly manages federal grants for different programs under Federal Transit Administration (FTA), Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), and National Highway Traffic Safety Administration (NHTSA).
During his time at the Puerto Rico Ports Authority he was in charge of administering the capital investment program with over $200 million dollars in investment, supervision of the planning, designing and construction of all capital investment projects, including coordination with Local and Federal Governments (FAA), Designers, Construction Managers, Contractors, and Facility operators so to insure completion of the projects with minimal interruption to operations, on budget and on schedule. In addition as Deputy Director he oversaw the operations of the Ferry boat system between Fajardo, Vieques and Culebras, and participated in the preparation of requests for FTA funding for the purchase of equipment.
